Control pollution, restore ecology, promote green recycling and low-carbon development, and work together in the upper, middle and lower reaches to achieve new results.
Building an important ecological barrier in the upper reaches of the Yangtze River, Chongqing continues to promote green development. On the one hand, we will promote the investigation and rectification of the coastline, clarify the list of prohibited investment in the whole industry, and delineate the red line of ecological protection; On the other hand, we should promote the upgrading of traditional industries with intelligent transformation and develop strategic emerging industries to cultivate new kinetic energy. At present, the water quality of Chongqing section of the main stream of the Yangtze River is generally excellent, and the proportion of water quality of 42 sections included in the national assessment is over 97%, which is 7 percentage points higher than the annual target.

At the beginning of this year, among the 11 provinces along the Yangtze River Economic Belt, Chongqing took the lead in publishing the "three lines and one list", namely, "the red line of ecological protection, the bottom line of environmental quality, the online utilization of resources, and the establishment of an ecological environment access list". According to the relevant person in charge of the Municipal Bureau of Ecology and Environment, Chongqing will continue to strictly implement the "1 km" and "5 km" control requirements for the coastline of the main stream and main tributaries of the Yangtze River, that is, it is resolutely forbidden to build new industrial projects with pollution risks such as heavy chemicals, textiles and paper making within 1 km, and it is resolutely forbidden to newly lay out industrial parks within 5 km.
Take the "upstream responsibility" and play an exemplary role in promoting the green development of the Yangtze River Economic Belt. At present, the water quality of the main stream of the Yangtze River in the Three Gorges reservoir area is generally stable at Class II. In the first eight months of this year, the proportion of excellent water quality in 49 sections of the Yangtze River Economic Belt reached 91.8%, and there was no inferior V water body.

Compared with the traditional power, the modified ship reduces the fuel consumption and the price cost is also reduced year-on-year. Wang Shunhua calculated an account, and from Chongqing Orchard Port to Yichang Port in Hubei Province, a voyage can save more than 3,000 yuan. Not to mention, under the same energy and power output, the nitrogen oxides of natural gas are reduced by 90%, and the emissions of sulfur oxides and PM2.5 are almost reduced by 100%, which not only saves costs, but also saves energy and protects the environment.
"The main reason is that the filling station is not matched, and it was only opened in the upper reaches of the Yangtze River. In June this year, this ship successfully passed the Three Gorges Dam and can be opened in the whole Yangtze River basin in the future. " Wang Shunhua said.
Ships are changing, and shipping is changing even more.
"Our crew members are on the boat, eating and drinking the Yangtze River water. We didn’t realize it before, and the sewage and garbage were poured into the river." Wang Shunhua said that through continuous education, training and supervision, a cargo ship is now sailing from Chongqing to Jiangsu, and the ship travels three thousand miles without throwing a piece of paper into the river.
There are nearly 120,000 inland cargo ships in the Yangtze River system, and hundreds of thousands of crew members live and work on the river all the year round, which will produce a lot of pollutants. The management in various places is becoming stricter and stricter, from untreated discharge to discharge after treatment is up to standard, and then to zero discharge in many places. At present, many places have accelerated the construction of port pollutant receiving and transshipment facilities, and domestic sewage receiving ships and transshipment terminals have been put into use in Chongqing, Yichang and Anqing.
"In Jiangsu, domestic garbage, domestic sewage and oily water must be handed over to the dock for free treatment before the cargo ship can operate." Wang Shunhua said.
Adhering to the concept of green development, the Yangtze River freight mode has been upgraded. On ships and docks, open-air stacking and black ash everywhere have become history. Chongqing Changshou Economic and Technological Development Zone is a demonstration pilot of recycling transformation of national parks. More than 30 circular economy projects have been built locally, and the comprehensive utilization rate of industrial solid waste exceeds 97%.
