Notice of the General Office of Beijing Municipal People’s Government on Doing a Good Job in the Prevention and Control of Influenza A (H1N1) in this Municipality

The people’s governments of the districts and counties, the commissions, offices and bureaus of the municipal government, and the municipal institutions:

  Since October, the number of reported cases of influenza A (H1N1) and the number of clustered epidemics in this city have risen sharply, showing a sustained and high incidence trend, and severe cases and deaths have appeared one after another. The State Council and the municipal government attached great importance to it and held a series of meetings to study and deploy the prevention and control of influenza A (H1N1) in autumn and winter. On October 31st, Premier Wen Jiabao went to Beijing Children’s Hospital to learn about the prevention and control work and made important instructions. On November 2nd, Comrade Liu Qi and Comrade Guo Jinlong went to the Municipal Health Bureau to inspect and guide the prevention and control of influenza A (H1N1). On the basis of fully affirming that the prevention and control work in this city has achieved a major victory in stages, the prevention and control work of influenza A (H1N1) in autumn and winter was redeployed in view of the grim situation facing the current epidemic situation. In order to conscientiously implement the spirit of the relevant meeting of the State Council and the municipal government, further improve the prevention and control of influenza A (H1N1) in the city, and effectively cope with the larger epidemic peak, with the consent of the municipal government, the relevant matters are hereby notified as follows:

  First, strengthen organizational leadership and strengthen the implementation of various measures.

  All regions, departments and units should continue to strengthen leadership, adhere to the working principle of "according to law, scientific, standardized and orderly", adhere to and improve the effective prevention and control measures in the previous stage, adhere to territorial management, strengthen the "four-party responsibility", strengthen supervision and inspection, implement accountability, make good preparations for emergency plans under the most difficult conditions, carefully organize and take effective measures to strictly prevent and control large-scale spread and cluster outbreaks of the epidemic, and reduce

  Two, highlight the school prevention and control, timely adjustment of prevention and control measures.

  (a) continue to adhere to the school as the focus of prevention and control work. Education, health departments and schools at all levels should work together and fulfill their duties, strictly implement the provisions and requirements of school prevention and control work, effectively monitor and report the epidemic situation, further strengthen health education and health management for students and faculty, and minimize large-scale gathering activities. Education, disease prevention and control and health supervision departments at all levels should strengthen inspection and supervision, and schools that violate the relevant provisions of the Ministry of Health and the Ministry of Education and whose prevention and control measures are not in place should be seriously investigated for responsibility.

  (2) Appropriate adjustment and improvement of school prevention and control measures. With the coming of winter, the school no longer carries out outdoor body temperature monitoring at the school gate, but instead measures the body temperature at home for primary school students, and at the same time strengthens the afternoon examination for middle school students. Appropriately adjust the school suspension standard, and change it to take suspension measures when the number of concentrated fever in the same class exceeds 20%; The Municipal Education Commission should be responsible for checking and registering social remedial classes, stop unnecessary weekend cram schools and remedial classes in accordance with the principle of "no need to hold them", further reduce the risk of infection among students, and take the lead in formulating the adjustment standards for school temperature monitoring, suspension of classes and resumption of classes for students in conjunction with the Municipal Health Bureau.

  (three) timely diagnosis and investigation of school cases. Students who have flu-like symptoms at school or at home should go to the hospital at the first time, or the district and county disease control departments should go to the door for investigation. After being identified as influenza A (H1N1) or seasonal influenza, measures such as hospital treatment or home isolation should be implemented according to the condition. Health supervision departments should closely supervise and inspect the implementation of school prevention and control work.

  Third, do a good job in medical treatment to reduce serious deaths.

  (a) to do a good job in early diagnosis and medical treatment of critically ill patients. Adhere to the principle of concentrating patients, experts, resources and treatment, and integrate superior resources to minimize severe cases and deaths. It is necessary to give full play to the role of traditional Chinese medicine in the prevention and treatment of influenza A (H1N1), accelerate the transformation of research results of traditional Chinese medicine in this city, and do a good job in scientific research and countermeasures for severe cases. The medical treatment of patients with influenza A (H1N1) shall be charged in accordance with the relevant provisions of the Notice of the General Office of the Ministry of Health and other four departments on the medical treatment expenses of influenza A (No.137 [2009] of the Health Office).

  (two) to further strengthen the epidemic monitoring work. All relevant medical and health institutions should closely follow the changes of the epidemic situation, scientifically judge the development trend of the epidemic situation, and constantly improve the response plan and work plan. The Municipal Health Bureau shall organize and formulate relevant measures for key monitoring of influenza A (H1N1) virus, and strengthen the ability of disease surveillance.

  (3) Strengthen hospital management and guide reasonable and orderly medical treatment. Medical institutions should strengthen the investigation and treatment of fever and flu-like symptoms in outpatient and emergency departments, and guide patients to seek medical treatment in a reasonable and orderly manner. All districts and counties should take corresponding measures to encourage citizens to go to community health service institutions and secondary hospitals to reduce the pressure of treatment in tertiary hospitals. Patients and medical staff must wear masks, and mask distribution points should be set at the entrance of the hospital to prevent cross-infection in the hospital.

  (four) to strengthen the reserve and market security capabilities of relevant emergency materials and rescue drugs. It is necessary to focus on the mask reserve and the distribution and replacement of municipal reserve Chinese medicine to various medical institutions at all levels to ensure the orderly development of medical treatment.

  Fourth, accelerate vaccination and establish an immune barrier for the whole society.

  We should conscientiously implement the spirit of Comrade Liu Qi’s instruction that prevention and control of influenza A (H1N1) should be based on "playing the first move and fighting the initiative", adhere to the combination of social mobilization and citizens’ voluntary participation, and actively and orderly speed up the second phase of influenza A (H1N1) vaccination. In accordance with the principle of "informed consent, voluntariness and free of charge", priority should be given to ensuring the vaccination of key populations and opening up the vaccination of citizens. Adhere to territorial management, and all regions should do a good job in organizing and managing vaccination; Health departments at all levels should strengthen supervision and management and implement the daily reporting system.

  It is necessary to carefully organize and scientifically arrange, speed up the progress of influenza A (H1N1) vaccination for key groups such as students, the elderly and social public service personnel, coordinate the central units and military hospitals to assist in vaccination, complete vaccination for primary and secondary school students in mid-November, and complete vaccination for other members of society in mid-December, and accelerate the establishment of the whole society’s immune barrier. At the same time, we should pay close attention to, closely monitor, report in time and effectively deal with all kinds of adverse reactions and coupling events during vaccination. 

       Five, strengthen publicity and education, and correctly guide public opinion.

  Led by the Propaganda Department of the Municipal Party Committee and coordinated by relevant departments, a publicity column on the prevention and control of influenza A (H1N1) was opened in major municipal media and websites to further popularize the knowledge of influenza prevention and control to the public, publicize the effectiveness and safety of the vaccine, and enhance the conscious awareness and ability of the whole society. Experts in the field of public health should be invited to publicize and cultivate good personal hygiene habits, such as wearing masks for medical treatment and washing hands frequently, emphasizing that it is not only an effective means of protection, but also a manifestation of personal responsibility and civilized quality. It is necessary to publish epidemic information in a timely, open and transparent manner, clarify false reports, guide the public to respond to the epidemic scientifically and rationally, maintain the normal production and living order of society, and ensure social stability. It is necessary to timely convey the prevention and control work of the municipal party Committee and the municipal government, the measures to facilitate the people and the information on work adjustment to the general public.

  Six, encourage citizens to do personal prevention, reduce the risk of infection.

  Adhere to prevention first, actively encourage citizens to do personal prevention, develop good personal hygiene habits, and promote the improvement of the health quality of the whole people. In order to reduce the risk of infection and transmission, the public is encouraged to take the following personal protective measures: 

  (1) Wash your hands frequently. Wash your hands frequently according to the correct hand washing method. When coughing and sneezing, use paper towels to protect and cover your nose and mouth. Keep the air fresh and ventilated indoors, and develop good hygiene habits.

  (2) Wear a mask. When citizens feel unwell or go to the hospital, I and the accompanying staff should wear masks. All hospitals should have enough masks at the entrance of the hospital to meet the needs of the doctors.

  (3) Scientific home observation. When influenza-like cases occur in the family, indoor ventilation should be strengthened. Patients should live in single rooms and try to avoid contact with other family members.

  (4) Improve your own immunity. Individuals should keep enough sleep, strengthen exercise, pay attention to increasing or decreasing clothes and pay attention to reasonable diet.
